Duty of Candour Report Rosetta Early Learners
May 2026
All health and social care services in Scotland have a duty of candour. This is a legal requirement which means that when things go wrong and mistakes happen, the people affected understand what has happened, receive an apology, and that organisations learn how to improve for the future.
An important part of this duty is that we provide an annual report about the duty of candour in our services. This short report describes how Rosetta Early Learners has operated the duty of candour.
About Rosetta Early Learners
Rosetta Early Learners is a children’s day care service in Peebles, Scottish Borders. We are registered to provide a care service to a maximum of 24 children at any one time aged from 2½ years to not yet attending primary school, however, choose to cap the number of children attending at 18. We operate during term time only.
We are a voluntary organisation and became registered as a SCIO in 2018. We are in partnership with the local authority which enables us to provide local authority funded early learning and childcare as well as parent funded early learning and childcare. We aim to provide learning through play opportunities for children in our care.

To what extent did Rosetta Early Learners follow the duty of candour procedure?
As there were no incidents this has not applied to us this year. However, if there was an incident, we would inform the parents affected, apologise to them and offer to meet with them. We would review what had happened and what went wrong to try and learn for the future.
Information about our policies and procedures
Where something has happened that triggers the duty of candour, our staff report to the nursery Manager who has responsibility for ensuring that the duty of candour procedure is followed. The Manager records the incident and reports as necessary to the Care Inspectorate. When an incident has happened, the manager and staff set up a learning review. This allows everyone involved to review what happened and identify changes for the future.
All new staff learn about the duty of candour at their induction.
What has changed as a result?
Should there be any incidents of duty of candour we will complete a review of our policies and procedures considering what changes may need to be made.
